Sir Arthur Balfour (1848-1930) served as British Foreign Secretary during the First World War and Paris Peace Conference. This volume contains papers exchanged between Balfour and the British delegation, including memoranda, reports, briefings, agendas, and telegrams, as well as correspondence and interviews with foreign and domestic diplomats and politicians. The papers cover a wide range of subjects, from the contentious ‘War Guilt Clause’ to Japan’s colonial ambitions in the Pacific.
