These papers cover both naval commands and details of domestic shipping. Often the combination of privateers and attacks on domestic shipping served to blur the lines between the two. Domestic shipping contractors would then look to the military in order to secure the safe passage of their goods in times of war. Spanish privateers posed a particular threat to English ships.
