Following a resolution passed by the 35th National Congress, the Executive Committee set up the “Commission on Inner-Party Democracy” to “suggest improvements to the working of inner-party democracy… including for election[s] of [the] Executive Committee and District Committees” and other structural questions. Like much else at this point in the party’s life, the work of the Commission caused factional infighting and disagreements, as individuals sparred over the alleged “Stalinist” legacy of the CPGB's system.
